Volunteering at PEO

Professional Engineers Ontario (PEO), as the licensing body for a self-regulated profession, relies on members' voluntary participation to govern and manage its affairs. This is achieved through an organization of committees and ad hoc task forces/task groups. Committees are appointed by Council to address a continuing need and generally stand for several years. Task forces and task groups have a limited life-span and are appointed by Council or its Executive Committee, to study issues, develop recommendations, or oversee special initiatives.

Call for Volunteers 2012

Experienced Practitioners Task Force (EPTF)

PEO Council has approved the appointment of a new task force – Experienced Practitioners Task Force (EPTF). As per Council’s direction, the purpose of the task force is to develop:

  1. more concise definitions of incompetence, unprofessional conduct, and conduct unbecoming a professional;
  2. a process for sifting complaints and defining the requirements of those suitable for resolution by a simple peer review, without lawyers.
  3. a simple peer review process that is fair and economical, and that would be a prerequisite of such complaints before they enter the more formal adversarial area of complaints and discipline.

Time commitment:
Anticipated time for final report is 1 year based on 3 face-to-face meetings and e-correspondence as required.

The initial key criteria for consideration include:

  • Must have 20 or more years of experience in the consulting business.
  • Be familiar with complaints and discipline process.

All candidates must be licensed professional engineers in good standing with the Association.

Professional Standards Committee (PSC) - Subcommittee members

The Professional Standards Committee (PSC) prepares PEO practice standards and guidelines, and examines professional practice issues. This Committee forms subcommittees of subject matter experts to prepare PEO practice standards and guidelines. Each subcommittee is directed by the PSC to carry out work described in terms of reference. Currently, there is one subcommittee seeking members:

  • Guideline for Performance Audits and Reserve Fund Studies for Condominiums Subcommittee

General duties and responsibilities:

A member of a subcommittee of the Professional Standards Committee shall be qualified:

  • To review, recommend and provide advice to Professional Standards Committee with respect to establishing and maintaining standards of practice in a specific area of professional engineering.
  • To make recommendations on best practices for dealing with expectations of employers, clients and the public regarding the provision of professional engineering services.
  • Prepare and review drafts of guideline with special regard for describing in clear language the roles, responsibilities, and acceptable conduct for professional engineers providing services covered by the guideline.
Specific skills and qualifications required:

  • Licensed Professional Engineer in good standing.
  • Demonstrated professional engineering experience at intermediate or senior levels in their field of practice.
  • Knowledge of the Professional Engineers Act, Regulation 941/90 and Regulation 260/08 would be beneficial.
  • Specific knowledge of the issues referred to in the Terms of Reference for the above mentioned subcommittee to the practitioner.

Time commitment:
Normally, the PSC subcommittees have one or two 3-hour meetings a month for several months scheduled at discretion of the chair with input from the members. Subcommittee members will be expected to devote 2-5 hours between meetings preparing, editing, reviewing and commenting on guideline drafts.

Consulting Engineers Designation Committee (CEDC) - Southern Subcommittee

Consulting Engineers Designation Committee (CEDC) recommends to Council applicants for designation as a Consulting Engineer and permission for companies to use the title Consulting Engineers or variations thereof. CEDC is appointed by Council and reports to Council through the CEO/Registrar and/or Council Liaison. The CEDC has also 5 regional subcommittees and is currently looking for a candidate to join an existing subcommittee, normally comprised of 2 to 4 members. The Southern Subcommittee has a vacancy for a member who lives in the Niagara region.

Key duties and responsibilities:

  1. Make recommendations to Council respecting all matters relating to applications for designation and re-designation as a consulting engineer, and applications from Certificate of Authorization Holders for permission to use the title "Consulting Engineer" as specified in Regulation 941 (particularly s. 56, 57 and 58).
  2. May make recommendations to the Council in respect of all matters relating to applications for designation as a consulting engineer including, without limitation,
    1. the standards to be applied;
    2. the qualifications of applicants;
    3. procedures for and the form and content of examinations; and
    4. the exemption of applicants from examinations.
  3. Peer review of applicants by subcommittee with recommendations subject to CEDC review and approval.
  4. Reference report on applicant’s performance by referees, including a designated Consulting Engineer.
  5. When required, a special examination of the candidate by comprehensive interview and candidate follow-up response.

The initial criteria for consideration includes:

  • Must be licensed Professional Engineer in good standing with the Association.
  • Should have Consulting Engineer Designation and 15 or more years of experience in the consulting business.
  • Should live in Niagara region.

Time commitment:
The Subcommittee meets face-to-face approximately 4 times a year. The meetings are scheduled for about 4 hours (a.m. or p.m.). Members are expected to be familiar with documents distributed prior to the meeting which should take approximately 1-2 hours. The CEDC has a number of Subcommittees and, when necessary, members of the Subcommittees may be asked to join the CEDC.

Professional Standards Committee (PSC)

PEO is seeking applications from PEO membership for volunteer openings on the Professional Standards Committee (PSC).

The Professional Standards Committee (PSC) prepares PEO practice standards and guidelines, and examines professional practice issues. Currently, there are 10 members on the committee, who are Professional Engineers, representing a variety of engineering practices. Committee operates with a number of Guideline sub-groups of non-committee members.

General duties and responsibilities:
A member of the Professional Standards Committee shall be qualified:

  • To review, recommend and provide advice to Council and members on matters pertaining to professional practice, including performance standards, forms of agreement and standards of practice.
  • To make recommendations on issues affecting employee engineers and their employers on matters of professional practice.
  • To provide guidance on professional practice issues.
  • To develop guidelines.
  • To review, recommend and provide advice to Council with respect to establishing and maintaining standards of practice for all areas of professional engineering.
  • To establish working groups of knowledgeable practitioners to provide input on legislative changes or public policy affecting engineering practice.

Specific skills and qualifications required:

  • Licensed Professional Engineer in good standing.
  • Have demonstrated professional engineering experience at intermediate or senior levels in their field of practice.

Time commitment:
The committee meets face-to-face approximately 10 times a year; there are generally no meetings during July and August. The meetings are scheduled for 3 hours (5:00 to 8:00 p.m.). Members are expected to be familiar with documents distributed prior to the meeting which should take approximately 1 -2 hours. When necessary members of the PSC may be asked to join subcommittees responsible for preparing guidelines, generally as the chair of the subcommittee. The designated chair may need to devote ten to twenty hours to develop terms of reference for the subcommittee. Normally, the subcommittees have one or two 3-hour meetings a month for several months scheduled at discretion of the chair with input from the members. Subcommittee members will be expected to devote 2-5 hours between meetings preparing, editing, reviewing and commenting on guideline drafts.
